Russia's invasion of Ukraine is certainly not a world war. Instead, it is a war with undoubted planetary economic and geopolitical consequences, which no other conflict in the last 75 years has provoked. In fact, since the Second World War, no regional clash, from the war in Korea to that in Vietnam, from that in Iraq to that in Syria, has had such a significant impact on world growth, inflation, trade, but also relations. international.\u00a0\u00a0\u00a0\u00a0<\/h4>\n\n\n\n

At an economic level, the revision of growth rates recently made by the IMF in the latest issue of the World Economic Outlook allows us to estimate the loss of world GDP over the next two years at just under a trillion dollars. This will be a quarter suffered by Russia, another quarter by the countries of the European Union, a sixth by the United States and the remainder by the rest of the world. In particular, Italy will see reduced its growth <\/strong>of about 45 billion dollars, equal to two percentage points of GDP. Some strong raw material producing countries, such as Argentina, Brazil, Saudi Arabia, the United Arab Emirates, etc. instead, they will benefit in terms of growth.\u00a0<\/p>\n\n\n\n

In other words, the the short-term effects of the war on development appear largely asymmetrical<\/strong> and Russia, apart from the controversy over the relative effectiveness of sanctions, will suffer only a small percentage of the costs that the world will have to suffer. Obviously, the losses in relative terms of the GDP of the two belligerents, Ukraine and Russia, will be much higher than those of any other country: respectively of 35% and 16% in two years.\u00a0<\/p>\n\n\n\n

The war will also have heavy effects in terms of less international trade and higher inflation<\/strong>. Also in this case the effects will be asymmetrical since they will affect developing countries more than advanced ones. The former will see their exports drop by 3.2% in two years and consumer prices by 4.6% increase, the latter by less than half.<\/p>\n\n\n\n

If the effects in terms of lower growth are still hard to be felt, those on inflation are already clearly visible. This is because the increase in raw materials was immediately discharged on costs of petrol and diesel<\/strong>, while the effects of lower growth have longer gestation times. Furthermore, the war came at a time of strong economic recovery, if not overheating, which at least in the United States had already triggered a price-wage spiral. Finally, on both sides of the Atlantic, expansionary fiscal policies have not finished exerting their effects, while liquidity still remains abundant as central banks have just begun to tighten the purse strings.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/p>\n\n\n\n

War will also lead to a increase in public spending<\/strong> both for the rearmament process that it has triggered and for the aid that will have to be provided to the Ukrainian population, to numerous developing countries that will go into crisis and to large sections of the population of advanced countries that will suffer the effects of the higher cost of materials prime. Almost all countries have already granted subsidies for the purchase of gasoline and other raw materials, while the United States has so far allocated a record amount of $ 13.6 billion in aid to Ukraine.\u00a0<\/p>\n\n\n\n

Recent estimates estimate that the damages suffered by Ukraine amount to 600 billion dollars and that the country needs 5 billion a month in aid to survive. This higher public spending will partly mitigate the recessionary effects described above but, above all, will favor some economic sectors asymmetrically compared to others. Think of armaments, energy, agriculture and the steel industry, just to name a few. <\/p>\n\n\n\n

To these costs<\/strong> materials must be added those humans<\/strong>, caused by thousands of deaths, injuries, people forced to emigrate and stress,<\/em>\u00a0which has affected individuals both in countries directly involved and in those indirectly affected by the conflict. Based on some provisional data, a recent work by Dan Ciuriak (\u201cThe Economic Consequences of Russia's War on Ukraine\u201d, 29 March 2022), using standard parameters of the statistical value of life, has estimated these costs at no less than six trillion.\u00a0\u00a0<\/p>\n\n\n\n

However, what may worry most are the economic consequences of peace, to paraphrase Keynes's famous book written in 1919 after the First World War. After the bloodiest phase of the war, and it is probable that this moment is not too far away because Putin has a strong need to declare victory and cannot exceed in paying the costs, what economic order will come to be established? Some commentators have speculated that: <\/p>\n\n\n\n

  1. the world will plunge into a new "cold war", where the Soviet Union will no longer stand beyond the "Iron Curtain" but the Russian-Chinese Union;\u00a0<\/li>
  2. globalization will end and a new, more reassuring commercial regionalism will prevail;\u00a0<\/li>
  3. the numerous international organizations, born after the Second World War, which in this phase only played a supporting role, will be destined to disappear as well as the G8 \/ 20;\u00a0<\/li>
  4. the theory of secular stagnation, hitherto espoused by a small number of economists, will prevail in a world where the mobility of goods and factors is more reduced and the allocation of resources is less efficient.<\/li><\/ol>\n\n\n\n

    At the basis of these hypotheses lies the harshness of the tones used by the American administration, which needed to send clear messages especially to China, as well as a more general feeling of empathy<\/strong> of the Western world to the Ukrainian cause. However, after an initial phase of adjustment, the elements of continuity in the international order could prevail and the adjustments should be less catastrophic than those hypothesized today. After all, history teaches us that often men are willing to quickly forget the horrors of wars, while economic reasons end up prevailing, especially in a world where ideologies have almost completely disappeared.\u00a0<\/p>\n\n\n\n

    Certainly it is possible that the damage of the war will cause the onset<\/strong> of<\/strong> regimes<\/strong> totalitarians<\/strong>, as had happened after the First World War, but that was precisely a world conflict that had left over 15 million dead and 20 million wounded on the ground.<\/p>\n\n\n\n

Ma i computer quantistici sono comunque gi\u00e0 una realt\u00e0 concreta, anche se per poterli utilizzare efficacemente ci vorr\u00e0 un po\u2019 pi\u00f9 di tempo di quanto non ci si aspettasse.<\/h3>\n\n\n\n

    Ma a cosa serviranno questi super computer, capaci di eclissare i calcolatori attuali e sostanzialmente mandarli in soffitta? Alcuni usi sono rendere molto pi\u00f9 veloce la scoperta<\/strong> di<\/strong> nuovi<\/strong> farmaci<\/strong>, rendere le previsioni<\/strong> meteorologiche<\/strong> sempre pi\u00f9 precise e localizzate, potenziare a livelli finora sconosciuti l\u2019intelligenza<\/strong> artificiale<\/strong> e altro ancora. <\/p>\n\n\n\n

    Sono queste alcune delle potenzialit\u00e0 attribuite a questi rivoluzionari calcolatori, non pi\u00f9 basati sui bit, ma sui qubit (quantum bit). Queste unit\u00e0 digitali sfruttano due note propriet\u00e0 della meccanica quantistica \u2013 la sovrapposizione<\/a> e l'entanglement<\/a> \u2013 per aumentare esponenzialmente la velocit\u00e0 di calcolo e risolvere problemi che anche per i pi\u00f9 potenti supercomputer del mondo sarebbero impossibili (o richiederebbero un tempo irragionevolmente lungo).<\/p>\n\n\n\n

    La pi\u00f9 nota applicazione potenziale dei computer quantistici - dimostrata teoricamente da Peter Shor nel 1994 - \u00e8 la capacit\u00e0 di decifrare anche gli algoritmi crittografati utilizzati, per esempio, nel settore dei bitcoin, delle transazioni finanziarie su internet e delle firme digitali. Potenzialit\u00e0 che ha naturalmente attirato molta attenzione. Per\u00f2 c\u2019\u00e8 un problema: nessuno ancora oggi \u00e8 in grado di produrre concretamente un computer quantistico in grado di fare cose del genere e non c\u2019\u00e8 modo di sapere quando sar\u00e0 possibile.<\/p>\n\n\n\n

    Cosa dire, allora, dell\u2019era della\u00a0supremazia quantistica, annunciata da Google nel 2019 quando il suo computer Sycamore era effettivamente riuscito a risolvere in pochi minuti un calcolo che per un tradizionale computer avrebbe richiesto centinaia di anni? Si trattava, in realt\u00e0, di una dimostrazione priva di applicazioni pratiche e progettata dai ricercatori al solo scopo di mostrare le potenzialit\u00e0 del dispositivo e che serviva a dimostrare che questi computer possono effettivamente fare cose impossibili per quelli tradizionali sfruttando esperimenti progettati esattamente a questo scopo.<\/p>\n\n\n\n

    Di recente, il docente di Fisica quantistica Sankar Das Sarma ha scritto sulla Technology Review<\/em> del MIT: \u201cI computer quantistici pi\u00f9 avanzati oggi hanno qualche dozzina di qubit fisici che causano decoerenza<\/strong> (o rumore). Costruire un computer quantistico in grado di decifrare codici RSA da tali componenti richiederebbe molti milioni se non miliardi di qubit. Solo decine di migliaia di questi verrebbero utilizzati per il calcolo, i cosiddetti qubit logici; il resto sarebbe necessario per correggere gli errori, compensando la decoerenza\u201d.<\/p>\n\n\n\n

    La decoerenza<\/a>, ha spiegato Signorelli in un recente articolo su La Repubblica<\/em>,<\/strong> \u00e8 il fenomeno che provoca, a causa dell\u2019interazione tra i qubit e l\u2019ambiente che li circonda, il decadimento degli stati quantistici prima che il lavoro dei qubit venga portato a termine. Questo stato \u00e8 infatti estremamente delicato: le pi\u00f9 piccole vibrazioni (anche una collisione tra particelle d\u2019aria) o dei minimi cambiamenti nella temperatura possono far uscire i qubit anticipatamente dalla sovrapposizione in cui si trovano, fornendo risultati completamente casuali. \u00c8 per questo che, per esempio, il Q System One di IBM<\/strong> \u00e8 protetto da una teca di vetro a chiusura ermetica munita di un sistema di raffreddamento prossimo allo zero assoluto.<\/p>\n\n\n\n

    Occorre dunque ricordare che i pi\u00f9 avanzati computer quantistici di oggi hanno qualche decina di qubit fisici<\/strong>, mentre per ottenere i risultati promessi ne servirebbero milioni o miliardi. E la strada per arrivare fin l\u00ec \u00e8 dunque ancora piuttosto lunga e l\u2019avvento di veri e propri computer quantistici potrebbe essere molto pi\u00f9 distante di quanto solitamente non si dica.<\/p>\n\n\n\n

    Il raggiungimento della supremazia quantistica ci ha comunque proiettati in una nuova era, definita dagli scienziati NISQ<\/strong> (noisy intermediate-scale quantum<\/em>), intendendo la possibilit\u00e0 di sviluppare computer quantistici di taglia intermedia \u2013 cio\u00e8 con un numero ancora limitato di qubit \u2013 pur sapendo che il rumore di fondo ci permetter\u00e0 di avere soltanto un controllo parziale sui risultati che si possono ottenere. Non ancora dei computer quantistici perfetti, quindi, ma comunque utili, anche se lo stesso Das Sarma nutre qualche dubbio: \u201cL\u2019idea \u00e8 che delle piccole raccolte di qubit fisici rumorosi potrebbe comunque fare qualcosa di utile e meglio di quanto non possa fare un classico computer, ma non siamo sicuri di molte cose: quanto rumorosi? Quanti qubit? \u00c8 davvero un computer? Quali problemi degni di nota potrebbe risolvere questa macchina Nisq?\u201d.<\/p>\n\n\n\n

    Gli esperimenti finora condotti tramite Nisq non avrebbero mostrato sostanziali vantaggi rispetto ai computer tradizionali o comunque - eccezion fatta per ambiti di ricerca molto specifici - non hanno alcun potenziale di commercializzazione. Ci sono state proposte relativo all\u2019uso di computer quantistici su piccola scala per la progettazione di farmaci o per aiutare nel campo della finanza, ma nessun paper tecnico ha finora offerto dimostrazioni convincenti che dei computer quantistici, incluse le macchine NISQ, possano portare ottimizzazioni significative.<\/p>\n\n\n\n

    Per quanto si parli spesso dei computer quantistici come se fossero in procinto di rivoluzionare il mondo, dunque, la realt\u00e0 \u00e8 ben diversa.
